Creates a Board of Regents to advise the Secretary of Defense about the University. The Board has nine civilian experts in health care, higher education administration, or public policy chosen by the Secretary; the Secretary (or a person he names); the Director of the Defense Health Agency; the surgeons general of the uniformed services; and the University President, who cannot vote. The nine appointed members serve six-year terms, fill any unfinished term only for the rest of that term, and stay on until a successor is named. The Secretary picks one appointed member to be Chair. Appointed members get pay set by the Secretary and travel pay when working away from home. The Board must meet at least once each quarter.
