The Secretary of Defense can let up to 20 percent of each University graduating class work in civilian federal jobs for at least seven years instead of going on active military duty. This is only allowed if the military does not need them for active duty and if the Secretary does not later call them back. Graduates who sign a written agreement to do civilian federal service can be released from active duty after finishing their professional education. The Secretary decides where they will work and what kind of job they will have after talking with the heads of the federal agencies involved.
