The Secretary of Defense may pay school costs for people in the program, such as tuition, fees, books, and lab costs. Payments are limited to what regular students in that school and health field would normally pay. The Secretary can make contracts with accredited civilian schools to cover these costs, and those payments may be made without regard to subsections (a) and (b) of 31 U.S.C. 3324. Contract payments cannot cover anything beyond the tuition, fees, books, and lab costs above. If the Secretary, using rules set by the Secretary of Health and Human Services, finds a school increased enrollment only to accept program members, the Secretary may pay extra costs not covered by normal tuition and fees. A member in specialized training may get an annual grant up to $45,000 in addition to the stipend under section 2121(d); the Secretary of Defense will raise the grant maximum each year effective July 1 the same way stipends are increased.
