The Secretary must advance or reimburse a dependent of a person held captive for costs of school or training. The help covers seven types of expenses: living costs, tuition, fees, supplies, books, equipment, and other educational expenses. The aid is available for schooling that starts after the captive has been held at least 90 days and that ends by one of three dates: the end of any semester or quarter that began before the captivity ends; if the school has no semester/quarter system, the earlier of the course end or 16 weeks after that date; or a date the Secretary sets for special situations. If the captive dies because of the captivity, dependents may receive payments for education after the death. Dependents who are eligible for VA Chapter 35 or similar benefits under other laws are not covered.
