The Secretary may pay (as an advance or by reimbursement) a person who was held captive for school costs. Payments can cover living expenses, tuition and fees, supplies, books, equipment, and other educational costs. Payments only apply to education after the person’s release and must meet time limits. For semester or quarter schools, the Secretary can pay for any semester or quarter that starts within 10 years after release. For schools without semesters, payments cover courses that began before that 10-year cutoff but only until the course ends or until 16 weeks after release, whichever comes first. Payments are allowed only if another law does not already pay for them.
