The Secretary of Defense must write rules to give graduate fellowships to U.S. citizens and nationals who agree to get advanced degrees in science, engineering, or other fields the Secretary says are top priorities for the Department of Defense. The award is called a National Defense Science and Engineering Graduate Fellowship. Fellowships are given only for academic merit. The Secretary must try to get applications from groups that have been underrepresented in science and technology, including minority groups, women, and disabled persons. Winners are picked in a nationwide competition and awards cannot be based on where someone lives or studies. The rules must spell out the award criteria, how recipients are chosen, how amounts are set, and the maximum amount a person can get in one academic year.
