The Secretary of Defense can run a grant program that gives money to students who are accepted to or enrolled in undergraduate or graduate science and engineering programs that are important to the Department’s national security. Grants are paid to the school after the student enrolls. A grant cannot be more than the student’s cost of attendance. Grants are not cut because a student gets other federal aid, but they must be counted when checking eligibility for other aid. Awards should aim to encourage women and minority students; the Secretary can also consider financial need. Definitions — "institution of higher education": same meaning as in section 101 of the Higher Education Act of 1965. "Cost of attendance": same meaning as in section 472 of the Higher Education Act of 1965 (20 U.S.C. 1087ll).
