Title 10 › Subtitle A — General Military Law › PART III — TRAINING AND EDUCATION › CHAPTER 111 — SUPPORT OF SCIENCE, MATHEMATICS, AND ENGINEERING EDUCATION › § 2194
The Secretary of Defense must let each defense laboratory director make one or more education partnership agreements with U.S. schools to boost study in science and related fields at all education levels. Eligible partners include local school districts, colleges, universities, and nonprofit groups that work to improve science, math, business, law, technology transfer or transition, and engineering education. The director may provide eight types of help, including loaning lab equipment; transferring surplus computer or scientific equipment to schools despite many federal surplus rules (except sections 3302, 3501(b), 3509, 3906, 4710, and 4711 of subtitle I of title 41); letting lab staff teach or help make courses; offering faculty sabbaticals and student internships; involving faculty and students in lab projects and research; helping students earn academic credit for lab work; offering academic and career advice; and giving financial support through separate contracts, cooperative agreements, or grants. The Secretary must require directors to give priority to partnerships with historically Black colleges and universities and the other minority institutions listed in paragraphs (3), (4), and (5) of section 312(b) of the Higher Education Act of 1965 (20 U.S.C. 1058(b)). Directors must also prioritize institutions that serve women, minorities, and other groups underrepresented in engineering and science. The Secretary may allow a director to hire an intermediary under a cooperative agreement to help run these programs. Definitions: "defense laboratory" = any DoD lab, product center, test center, depot, training/educational organization, or operational command; "local educational agency" = the term as defined in section 8101 of the Elementary and Secondary Education Act of 1965; "United States" = includes Puerto Rico, the Commonwealth of the Northern Mariana Islands, and other U.S. territories and possessions.
