Names three key terms used in this chapter and explains them in simple words. "Defense laboratory" means a lab run by the Department of Defense, or owned by the Department and run by a contractor, or a Defense Agency facility where research and development is done. "Institution of higher education" has the meaning given in section 101 of the Higher Education Act of 1965. "Regional center for the transfer of manufacturing technology" means a manufacturing extension center that helps move manufacturing technology and best business practices, as described in section 25(b) of the National Institute of Standards and Technology Act (15 U.S.C. 278k).
