If the Secretary of Defense allows it, a military department’s payment officer can use available advance funds to pay for the work or duties of another department or agency inside the Department of Defense. Those payments must be charged to the proper budget of that other department or agency and must be adjusted when the payment officer settles or closes out their accounts.
