The head of a military service must not approve changes to an aircraft, weapon, ship, or other equipment if that item is planned to be retired or disposed of within five years after the change would be finished. Exceptions: the change costs less than $100,000; or the change involves removing valuable reusable parts that will be refurbished and put on another item and the total cost (including removal and refurbishment) is under $1,000,000; or the change is for safety. The service head can allow a change otherwise blocked if they decide it is needed for national security. When they do, they must tell the congressional defense committees in writing.
