The Secretary of Defense may give more money in any fiscal year to NATO’s shared budgets than the annual limit set in 1998. common-funded budgets of NATO — the Military Budget, the Security Investment Program, and the Civil Budget (and any successor or added NATO account). fiscal year 1998 baseline limitation — the annual cap set by the Senate resolution approving ratification of the Protocols for Poland, Hungary, and the Czech Republic, approved April 30, 1998.
