The Defense Secretary can take from a foreign country land or the use of land, and services or supplies, to help U.S. forces there under a mutual defense agreement or an occupational arrangement. The Secretary can also accept services given as diplomatic courtesies or usually provided free. These things can be used without extra approval unless using them would break rules for a particular program or activity. The Comptroller General must audit the money and property taken this way from time to time and send the results to Congress.
