The Secretary of Defense must pick one person to act as a DoD ombudsman for foreign governments that have memorandums of agreement with the United States about acquisitions. That ombudsman must help those foreign officials understand and follow DoD procedures and, when needed, related rules from other U.S. departments or agencies tied to those agreements.
