Allows the Defense Department to give advance payments for some overseas costs. These include following local laws and government rules, renting property for periods set by local custom, tuition, and public utilities. If the Secretary of Defense (or the Secretary of Homeland Security for the Coast Guard when it is not part of the Navy) makes rules, a U.S. officer who handles government money may advance funds to a friendly country’s payment officer or its service members for salaries, benefits, and needed supplies and services. Advances are allowed only if the President has an agreement that requires repayment, requires the other country to make similar payments to U.S. forces, and includes any other terms the President needs to protect U.S. interests.
