§239d Budgeting for Depot and Ammunition Production Facility Maintenance and Repair: Annual Report

Summary

Each year, when the defense budget is sent up, the Secretary of Defense and the military service secretaries must include a report about maintenance and repairs at covered depots and ammunition production facilities. The report, shown separately for each military department, must give revenue figures for maintenance, repair, and overhaul at all depots for each of the three fiscal years before the budget year. For the budget year and the two years before it, the report must list depot appropriations by type, working‑capital fund investments for depot capital budgets (total and split by purpose like facility efficiency, work environment, equipment, or processes), the total amount required under section 2476(a), a comparison of budgeted versus required amounts, and the share of the required amount allocated or planned for each covered depot. For each covered facility, the report must also show average condition, critical condition, project backlog, average equipment age and any changes, plus the status of DoD improvement plans including the strategy required under section 359 of the National Defense Authorization Act for Fiscal Year 2020. Definitions: “ammunition production facility” — an ammunition organic industrial base production facility; “budget” and “defense budget materials” — as defined in section 234; “covered depot” — as defined in section 2476; “covered facility” — a covered depot or an ammunition production facility.
