The Secretary of Defense, working with the military department heads, must include a yearly report with the defense budget papers about maintenance and repair of covered facilities. For each military department the report must give: revenue for depot maintenance, repair, and overhaul for each of the three fiscal years before the budget year; for the budget year and the two prior years, the amount of depot appropriations (by type), the working‑capital fund investments budgeted for covered depots (total and broken down by investments in facility efficiency, work environment, equipment, non‑capital equipment, or processes), the total amount required to be invested under section 2476(a), a comparison of the budgeted working‑capital investments with that required amount, and for each covered depot the percentage of the required amount allocated or expected to be allocated. For each covered facility the report must show average facility condition, average critical facility condition, restoration and maintenance project backlog, and average equipment age, and note any changes from earlier years. It must also report how the facility is implementing Department of Defense improvement plans, including the strategy required under section 359 of the National Defense Authorization Act for Fiscal Year 2020. Definitions: ammunition production facility — an ammunition organic industrial base production facility; budget and defense budget materials — meanings given in section 234 of this title; covered depot — meaning given in section 2476 of this title; covered facility — a covered depot or an ammunition production facility.
