The Secretary may allow noncompetitive contracts with military exchanges outside the U.S. to buy supplies or services for U.S. forces. Contracts may be up to $100,000, must use the exchange’s stock on hand when made, and cannot buy services the exchange does not normally provide. The $100,000 and stock rules don’t apply to U.S.-made soft drinks; the Secretary must define "soft drink" and "U.S.-made."
