After a part of the supply catalog is issued, only the items listed there can be bought for regular use by the Department of Defense. A military department may buy a new item it needs for its mission, but it must send the item to the Secretary right away so it can be added to the catalog and the standardization program. Items that are obsolete may be removed from the catalog at any time.
