The Secretary of Defense must watch how well and how much it costs to run any Defense function that, after October 30, 2000, was put through a public‑versus‑private competition. The Secretary must compare costs before and after the change, find actual savings after the change, compare those savings to the original estimated savings, and keep monitoring for at least five years after the function is converted, reorganized, or reengineered. When making the multi‑year Defense budget, the Secretary must estimate and include the costs and savings from workforce choices made in those competitions and must use the monitoring results in those estimates.
