Summary
Department of Defense funds cannot be used to run the Armed Forces Recreation Center in Europe, except they can pay for utilities, building repairs or upgrades, and shipping U.S.-made goods.

(a)Limitation.—
Except as provided in subsection (b), funds appropriated to the Department of Defense may not be used to operate the Armed Forces Recreation Center, Europe.
(b)Exception.—
Subsection (a) does not apply to the use of funds for the payment of utilities, the maintenance, repair, or renovation of real property, and the transportation of products made in the United States.
