The Secretary of Defense may set up a military adaptive sports program to help service members who are eligible because of an injury, illness, or wound suffered in the line of duty, and to help veterans (as defined in section 101 of title 38) during the one-year period following the veteran’s date of separation who were enrolled before separating and who are on the Temporary Disability Retirement List or Permanently Disabled Retirement List. The Secretary must work with the Secretary of Veterans Affairs and avoid duplicating programs under section 521A of title 38. Under rules the Secretary creates, grants, contracts, and cooperative agreements may be awarded by competitive procedures to organizations to plan, develop, manage, and run adaptive sports programs. Program funds may only be used for those purposes and related activities and expenses the Secretary allows.
