Before giving or selling an excess UH‑1 Huey or AH‑1 Cobra to another country for flying, the Secretary of Defense must try to make sure the helicopter gets any depot‑level maintenance and repairs it would need if it stayed in U.S. service. The repairs must cost the Defense Department nothing and should, when possible, be done in the United States. This does not apply to helicopters sent only for spare parts.
