Military leaders may accept communications gear and related help from local public safety agencies so they can work together during a disaster. They may only take gear if the military’s own equipment at the site cannot meet the need, and may only take services if the commander lacks the ability to operate or maintain the gear. These actions must follow rules set by the Secretary of Defense. A person who provides such services is not an officer, employee, or agent of the United States just because they helped.
