The Secretary of Defense must require carriers who move baggage or household goods at government expense to pay full replacement cost if those items for service members or DoD civilians are lost or damaged. If a carrier does not settle a claim within a reasonable time, the government will take that full replacement amount out of what it owes the carrier and give it to the claimant. Section 3721(b) of title 31 does not limit this carrier obligation. The Secretary must issue rules for handling claims, including how to check and value claims, how to confirm the proper claimant, and what counts as a reasonable time. The rules may require the member or employee to meet reasonable conditions to get the payment. "Transportation" includes packing, crating, drayage, temporary storage, and unpacking.
