§2712 Reporting on Usage and Spills of Aqueous Film-forming Foam

Summary

The Deputy Assistant Secretary of Defense for Environment must notify the Senate and House Armed Services Committees within 48 hours after learning of a use or spill of aqueous film‑forming foam at any military installation if the spill is more than 10 gallons of concentrate or more than 300 gallons of mixed foam. The notice must say the installation name, the date, how much foam and what type and concentration were involved, why it happened, and a short summary of the incident. Within 60 days after that notice, the Deputy Assistant Secretary must send an action plan to the same committees. The plan must describe what was done to stop and clean up the spill and any coordination with local or State environmental agencies.
