Summary
The Department of Defense may use its funds to pay exchange fees. It may also use its money to cover losses in the accounts of officials and agents who handle payments, but only as allowed by law.

Amounts appropriated to the Department of Defense may be used for— (1)
(2)losses in the accounts of disbursing officials and agents in accordance with law.
