The Secretary in charge may use operation and maintenance money to repair a whole single-use facility or one or more parts of a multipurpose facility. Any repair that will cost more than $7,500,000 must be approved in advance by that Secretary. The Secretary must count all years and phases when adding up the total cost of a single-facility repair. Before approving a costly repair, the Secretary must make sure it fits force structure plans, is cheaper than replacing the facility, and is a proper use of operation and maintenance funds. New buildings or additions are not allowed under this authority. If the Secretary decides to go ahead with a repair estimated to cost more than $7,500,000, the Secretary must send an electronic report under section 480 to the proper congressional committees. The report must explain why the repair is needed and give the current cost estimate, including the total for all phases. If that cost is more than 75 percent of the cost to replace the facility, the report must explain why replacement is not better for the government. The report must also describe any military construction elements included in the repair, including those listed in section 2802(b). A "repair project" means restoring a facility, system, or part so it can be used for its purpose, or changing its use without making it larger on the outside.
