The Assistant Secretary of Defense for Energy, Installations, and Environment must serve as the Chief Housing Officer. That person must oversee family housing and military unaccompanied housing owned by the Department of Defense or acquired or built under subchapter IV (these are called “covered housing units”). The Chief Housing Officer must manage all parts of providing covered housing units. That includes creating and standardizing policies and procedures and overseeing how Department-wide housing policies are carried out. The officer must work with the Secretaries of the military departments on the housing documents required by section 2890, called the Military Housing Privatization Initiative Tenant Bill of Rights and Military Housing Privatization Initiative Tenant Responsibilities. These duties cannot be further delegated.
