Require the Secretary of Defense to set energy and water efficiency targets for covered data centers. Those targets must cover power usage effectiveness, water usage effectiveness, and any other energy or resiliency goals needed, based on each center’s location, resiliency needs, industry standards, and best practices. The Secretary must also find renewable or clean energy options (including battery storage) to improve resiliency and point out any laws, rules, or policies that stop meeting the targets. Targets must follow guidance from the Secretary of Energy. Covered data center: a DOD center among the 50 with the highest yearly power use that existed before this law. For any DOD data center opened after this law, the Secretary must set required energy, water, and resiliency standards using location, resiliency, and industry and Federal standards and best practices. The Secretary may waive those standards for national security reasons but must notify the Committee on Armed Services of the House of Representatives and explain the waiver.
