The Secretary of Defense must make a plan to use fuel made from coal, oil shale, or tar sands when doing so is in the national interest and helps meet the military's fuel needs. Covered fuel is fuel from those sources that is mined or extracted in place and then refined or processed in the United States. The Secretary may sign one or more contracts, including multi‑year deals, to buy such fuel only if it meets clean domestic standards set with the Department of Energy, and may assess U.S. supply locations to help procurement.
