The Secretary of Defense can sign contracts up to 10 years long to buy electricity from renewable energy sources (as defined in the Energy Policy Act of 2005). If a contract would be longer than 5 years, the Secretary must have a DoD business-case analysis that shows (1) the purchase is cost-effective for the Department of Defense, and (2) the electricity cannot be bought affordably without a contract longer than 5 years. The Department may also use other multiyear contracting rules to buy renewable energy.
