Annually, the Secretary of Defense must tell Congress every time drop-in fuel was bought that cost more than traditional fuel and say whether each buy met a military requirement. Drop-in fuel: neat or blended liquid hydrocarbon that replaces traditional fuel and works in existing systems. Traditional fuel: liquid hydrocarbon refined from petroleum.
