The Secretary of Defense may give awards and small keepsakes bought with operation and maintenance funds to members of friendly foreign forces and other foreign nationals for outstanding noncombat actions that significantly help the U.S. National Security Strategy. Examples include actions that protect U.S. interests, strengthen overseas engagement, training, and exercises, deter aggression and build coalitions, or show proper military conduct in new democracies. Keepsakes cannot cost more than the minimum amount set in 5 U.S.C. 7342(a)(5).
