Make sure military members who are not in the acquisition workforce but who will handle contracting duties get training. This includes field commanders and key staff who will oversee contracts or contractors during combat, post-conflict, and other contingency operations. The training must teach them how much and what kind of contractor support to expect and prepare them to define needs, manage programs (including contractor oversight), and carry out contingency contracting.
