Agencies listed in section 3063 must buy supplies in amounts that, when possible, give the United States the best total and unit cost and do not exceed what the agency reasonably needs. The Secretary of Defense must consider this when approving rates for using appropriated funds under section 2204. Solicitations should, if practicable, ask offerors whether their proposed quantity is most economical and to give total and unit prices for suggested quantities.
