The Air Force may run an Aviation Leadership Program, under rules set by the Secretary of Defense, to give undergraduate pilot and related training to air force personnel from friendly, developing countries. Training must include language classes and programs to teach about U.S. democratic institutions and social life. The Air Force may provide transportation, supplies and equipment, flight and special clothing, housing, meals, and medical care. The Secretary can spend Air Force funds as needed and may pay a living allowance set by the Secretary, taking into account what service members get in similar situations.
