Run the Inter‑American Air Forces Academy to train military personnel from Central and South America, the Caribbean, and other countries eligible under 22 U.S.C. 2347 et seq. Foreign personnel need approval of the Secretary of State, cannot be from countries barred by other law, and fixed Academy costs can be paid from Air Force operation and maintenance funds.
