The Secretary of the Air Force may run the Inter‑European Air Forces Academy to teach and train military personnel. The Academy can serve people from NATO countries, from states that signed the Partnership for Peace, or from countries in the U.S. Africa Command area that are eligible for assistance under chapter 5 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2347 et seq.). Training can happen only if the Secretary of State approves it. Training cannot be given to any country barred by other laws. The Air Force may also provide travel, supplies and equipment, housing, food, and health care for students. The Secretary may pay a living allowance set by the Secretary, using similar military allowance rules as a guide. Money for the Academy comes from Air Force operation and maintenance funds.
