DoD money must not be used to give financial help to three kinds of countries: those the Secretary of State has listed under 50 U.S.C. 4605(j)(1)(A); those named in the latest report under 22 U.S.C. 2656f as providing significant support for international terrorism; and any country the President finds gives sanctuary to people who commit international terrorism or otherwise supports international terrorism. The President can waive the ban for national security or humanitarian reasons, but must tell the Senate Committees on Armed Services and Foreign Relations and the House Committees on Armed Services and International Relations at least 15 days before the waiver starts and must publish the waiver in the Federal Register. "International terrorism" has the meaning in 22 U.S.C. 2656f(d).
