Congress must not approve or spend money for long-term leases or charters of aircraft, ships, or combat vehicles, or for any lease of those items that would leave the United States with a large penalty if the lease were ended early. If the Department of Defense asks Congress to allow such a lease, the Secretary of Defense must send a cost comparison that shows how much the lease would cost the U.S. (including lost tax revenue) versus buying the equipment outright. The Office of Management and Budget and the Treasury must review that comparison within 30 days and send a written report to Congress no later than 45 days after the request. The Secretary must also say how much of the requested money is "capital-hire" and put that amount in the procurement account in the request.
