A military department Secretary may lease a ship or hire a contractor’s ship for more than two years but less than five years only after telling the congressional defense committees about the plan. The notice must describe the contract terms, explain why leasing instead of buying is needed, say leasing is the most cost‑effective choice, and give a plan for after the lease ends. The committees must have 60 days from receiving the notice before the contract can go forward.
