Contractors must include with any proposal to settle indirect costs on a covered contract a signed statement from a company official saying that, to the best of their knowledge, all the indirect costs claimed are allowable. The statement must use the form required by the Federal Acquisition Regulation. The head of the agency or the Secretary of the military department involved can, in an unusual case, waive that certification. They must decide it is in the United States’ interest, put their reasons in writing, and make that decision available to the public.
