Agency heads may make early, partial, progress, or other payments on contracts for goods or services. They can also add a rule in contract solicitations that limits those early or progress payments to small businesses. For the Department of Defense, the Secretary must, as allowed by law, try to speed payments to small prime contractors, aiming to pay within 15 days after getting a proper invoice. If a prime contractor uses small-business subcontractors, the Secretary should aim for the same 15-day schedule when the prime agrees to pay the subcontractors on that timetable and does not charge them extra fees. Prime contractor: the main company hired on a contract. Small business concern: a business that meets the legal definition of “small.”
