Gives credit toward meeting Defense Department subcontracting goals when work is done on Indian lands or by joint ventures that a tribe mostly owns. Work on Indian lands counts if at least 40% of the workers on the job are Indians or if the contractor has an agreement with the tribal government that sets training and management goals for Indians. A joint venture counts if an Indian tribe or a tribally owned corporation owns at least 50% of the venture, the work gives jobs or buying chances to Indians, and the tribe runs the contract work. The credit equals the value of the work for work on Indian lands. For a joint venture, the credit equals the contract amount times the tribe’s percent ownership. The Secretary of Defense will write rules. The law uses defined terms for Indian lands, Indian, Indian tribe, and tribally owned corporation.
