Creates a Joint Federated Assurance Center inside the Office of the Under Secretary of Defense for Research and Engineering. The Center must help the whole Department of Defense make sure the hardware and software it builds, buys, or uses do not have intentional or accidental weaknesses during their development and use. An Executive Steering Group made up of representatives from the Center’s member organizations will run it. The Under Secretary of Defense for Research and Engineering and the Under Secretary of Defense for Acquisition and Sustainment must co-chair that group, which will regularly review the Center’s abilities. The Center must collect and share knowledge, give the Department a clear view of strategy and tool needs, and help coordinate purchases. It must create common policies, tests, risk methods, and standards to speed deployment, keep capabilities working over time, use new assurance technologies, and save money through coordinated buying. It must also promote commercial best practices, scale access with staff and automation, use commercial data, and make guidance for contracts for application-specific integrated circuits (ASICs), including using evidence-based checks, protecting confidentiality/integrity/availability, and creating a library of certified third-party intellectual property. The Center must develop, test, and keep assurance methods and threat models, work with test and evaluation teams, and make guides for program offices and industry. The Secretary of Defense must issue a revised charter within 180 days that sets the Center’s role and authorities, requires guidelines for better software and hardware testing tools, and explains how the Center will fit into the Department’s main governance and funding processes.
