Money made from an authorized commercial activity can be used to pay the necessary and reasonable costs of running that activity. Only the smallest amount needed to keep the activity secure should be spent. Any extra money must be put into the U.S. Treasury, labeled as miscellaneous receipts, as often as possible. The Secretary of Defense must pick a DoD office to audit these activities. That office must check how the money is used and where it goes at least once a year. Audit results must be sent to the congressional defense committees and the congressional intelligence committees (see section 437(c)) by December 31 each year.
