Secretary of Defense must write rules to carry out this subchapter. Rules must follow it and name which parts of the Department may run commercial activities, require personal approval by the Secretary or Deputy Secretary of Defense for sensitive activities, identify officials who can grant waivers under section 433(b) or approve activities, pick one DoD office to oversee them, require legal review before approval, and provide internal audits.
