Each year, the Secretary of Defense must show in the defense budget how much money is requested for three things: official acquisition programs; development, prototyping, and experimentation of weapon parts or other technologies (including those based on commercial products), listed separately; and any other budget items the Secretary decides. Prototyping money must be grouped into capability, weapon‑system component, or technology portfolios and include short descriptions of the types of capabilities and technologies funded for the fiscal year. The words "budget" and "defense budget materials" use the meaning in section 234 of this title, and "commercial product" uses the meaning in section 103 of title 41.
