The Director of the National Geospatial‑Intelligence Agency can provide imagery and geospatial support to foreign countries, regional defense or security organizations, and U.S. security alliances, and may buy items on behalf of foreign countries. Non‑appropriated funds can be used but with three limits: (1) not for purposes Congress denied; (2) sales proceeds only for similar replacement items; (3) not to acquire items or services mainly for the United States. The Director must coordinate with the Director of National Intelligence for any support involving imagery, intelligence products, or a foreign intelligence or security service.
