The Secretary of Defense must make contractors send any request for payment under a DoD contract in electronic form. If a DoD official gets an electronic payment request and needs to pass it to another official for processing, they must send it electronically too. The Secretary can exempt whole types of cases if using electronic methods would be too hard. The Secretary must also write the rules and procedures, set the data format that the Defense Finance and Accounting Service will accept, and put electronic-submission rules into contracts. A "claim for payment" means an invoice or any other request for payment.
